The reporter learned from the regular press conference of the Ministry of Transport that six departments, including the Ministry of Transport and the Ministry of Industry and Information Technology, have jointly issued the "Safety Management Measures for Road Transport of Dangerous Goods", aiming to effectively prevent accidents in road transport of dangerous goods and ensure the safety of people's lives and property. It will be officially implemented on January 1, 2020.
According to reports, China is a major producer and user of dangerous goods. As of the end of 2018, there were a total of 12300 dangerous goods road transportation enterprises, 373000 vehicles, and 1.6 million employees in China. Nearly 3 million tons of dangerous goods are transported on the road every day, accounting for 70% of the total transportation volume of dangerous goods.
In recent years, the management of China's dangerous goods road transportation industry has been continuously standardized and the development situation has continued to improve. However, there are still some loopholes and problems, such as significant safety risks such as illegal consignments and illegal transportation, which still exist within a certain range. Unqualified tank cars have entered the transportation market and are operating with "diseases", and the control measures for the passage of dangerous chemical transportation vehicles urgently need to be standardized.
The "Measures" coordinate the current laws, regulations, standards and norms, pay attention to absorbing lessons from accidents, summarizing practical experience from various regions, and focus on strengthening the safety management of the entire chain of dangerous goods road transportation. They focus on solving eight prominent problems in the industry, namely: strengthening the safety management of transportation sources, strengthening the safety management of loading links, strengthening the safety management of transportation processes, strengthening the safety management of transportation equipment, and strengthening the education and training of practitioners Unify vehicle traffic management policies, implement exemption management for small dangerous goods, and strengthen collaborative supervision among multiple departments.
Some specific management measures in the "Measures" include: strengthening the safety management of the loading process, establishing a loading inspection system to address the problem of illegal transportation in the filling process of production and operation enterprises. The loaders must achieve the "five inspections", and shall not fill or load those that do not meet the requirements; In terms of strengthening the safety management of the transportation process, regulations prohibit the affiliated operation of dangerous goods transportation vehicles, establish a dangerous goods waybill system, and clarify the obligations of transportation enterprises in terms of departure routine inspection, safety notification, and vehicle dynamic monitoring; In terms of unified vehicle traffic management policies, it is stipulated that public security organs can restrict the passage of hazardous chemical vehicles in 5 specific areas, road sections, and time periods in accordance with the law.
Xu Yahua, Director of the Department of Transport Services of the Ministry of Transport, said that in the next step, the Ministry of Transport will work with the Ministry of Industry and Information Technology, the Ministry of Public Security and other departments to improve the supporting management system, ensure that all management systems are in place, and effectively ensure the safety of road transport of dangerous goods.
