People's Daily, Beijing, December 1st (Reporter Liu Zhiqiang) Recently, six departments including the Ministry of Transport jointly issued the "Measures for the Safety Management of Road Transport of Dangerous Goods" (hereinafter referred to as the "Measures"), which will be officially implemented on January 1, 2020.

China is a major producer and user of dangerous goods. As of the end of 2018, there were a total of 12300 dangerous goods road transportation enterprises, 373000 vehicles, and 1.6 million employees in China. Nearly 3 million tons of dangerous goods are transported on the road every day, accounting for 70% of the total transportation volume of dangerous goods. In recent years, the management of China's dangerous goods road transportation industry has been continuously standardized and the development situation has continued to improve. However, there are still some loopholes and problems such as illegal consignments, illegal transportation, and illegal attachment of transportation vehicles.

The promulgation of the "Measures" aims to effectively prevent road transportation accidents of dangerous goods and ensure the safety of people's lives and property. The "Measures" focus on strengthening the safety management of the entire chain of dangerous goods road transportation, focusing on addressing eight issues in the industry, namely: strengthening the safety management of transportation sources, strengthening the safety management of loading links, strengthening the safety management of transportation processes, strengthening the safety management of transportation equipment, strengthening the education and training of employees, unifying vehicle access management policies, implementing exemption management for small dangerous goods, and strengthening collaborative supervision among multiple departments.

The "Measures" have established a loading inspection system to address the issue of lax control in the filling process of production and business enterprises, condoning illegal transportation, The loader must carry out the "Five Musts Check" (whether the vehicle has a valid driving and operating license; whether the driver and escort personnel have valid qualification documents; whether the transportation vehicle is within the validity period of inspection; whether the loaded dangerous goods are consistent with the waybill; whether the filled dangerous goods are within the range of the suitable medium list of the tank vehicle tank body, etc.), and shall not fill or load those that do not meet the requirements. Regarding the issues of transportation enterprises' "hanging over" and "using package management" of their vehicles, it is explicitly stipulated to prohibit the operation of dangerous goods transportation vehicles, establish a dangerous goods waybill system, and clarify the obligations of transportation enterprises in terms of departure routine inspection, safety notification, and vehicle dynamic monitoring.
