Recently, in order to standardize the temporary storage activities of dangerous goods in air transportation and ensure the safety of temporary storage on the ground, the Civil Aviation Administration has issued the "Management Measures for Temporary Storage of Dangerous Goods in Air Transportation", further clarifying management responsibilities and comprehensively improving specific regulations on qualification management, personnel training, facilities and equipment, supervision and management.
In accordance with the Law of the China on Work Safety and the Division of Work Safety Tasks of Member Units of the Work Safety Committee of the State Council, the Civil Aviation Administration revised the Administrative Measures for the Storage of Dangerous Goods in Air Transport issued in 2018 and renamed it the Administrative Measures for the Temporary Storage of Dangerous Goods in Air Transport. The "Management Measures" mainly focus on clarifying the boundaries of responsibilities, clarifying the division of responsibilities, and emphasizing the rights and interests of employees, with a total of six chapters and 41 articles. The "Management Measures" clarify the basic terms of hazardous goods, temporary storage, temporary storage places, storage dedicated areas, storage dedicated warehouses, as well as the management authority and main responsibilities of all relevant parties; In response to the key and difficult issues faced by enterprises, from the perspective of temporary storage business processes, requirements for personnel training, ledger management, emergency drills, venue configuration, labor protection, information disclosure, storage restrictions, etc. have been clarified; Corresponding storage operation and environmental requirements have been proposed for hazardous goods with specific properties, such as temperature sensitive hazardous goods, dry ice, radioactive substances, and large hazardous goods; Finally, the situation where the method is not applicable was clarified.
The relevant officials of the Transportation Department of the Civil Aviation Administration of China stated that the release of the "Management Measures" is an important measure to further improve the regulatory and standard system for the transportation of dangerous goods in China's civil aviation, and promote high-quality development of ground services. After the implementation of the "Management Measures", transportation enterprises will be guided to carry out temporary storage activities for dangerous goods in accordance with regulations, making the safety management and daily operation of temporary storage places for dangerous goods more systematic and comprehensive, more operable, and providing strong support for precise supervision by the authorities.
